The Community

The Municipality of Mabuhay is an island municipality situated on Olutanga Island in the Province of Zamboanga Sibugay. It comprises 17 coastal barangays and 1 upland barangay, where communities primarily depend on small-scale fishing, seaweed farming, and agriculture for their livelihoods.

The convergence covers the barangays of Taguisian, Tandu-Comot, Punawan, and Abunda. 

Thematic profiles

Findings

  • 86 children (10%) are not enrolled in school, ALS, or TVET.
  • 149 students (18%) are in school‑based feeding programs.
  • Consistent Attendance: Zero students attend under 3 days/week.

Key Issues

  • Overcrowded & insufficient classrooms.
  • Lack of quality learning resources.
  • Inadequate school-based feeding support.
  • Limited water & electricity access in schools.
  • Lack of designated reading and study areas.

  • Construction of classroom buildings.

Findings

  • 599 families live in GIDA areas.
  • 424 families live in hazard-prone areas.
  • Earthquakes are the top disaster, affecting 648 families (85%).

  • Funding for Floating Farms & Eco-Friendly Learning Facilities (aquaculture, mangrove conservation, eco-tourism).
  • Support for farmers in Brgy. Taguisian & Tandu-Comot (crop diversification & water conservation).
  • Climate-resilient floating aquaculture and coastal mangrove rehabilitation for storm surge defense.

Findings

  • 73% of families lack sanitary toilets.
  • 291 families (58%) have no PhilHealth access.
  • 173 families (34%) lack social protection coverage.
  • Only 147 families are 4Ps/MCCT beneficiaries.
  • Child health: 3% stunted (6) and 7% wasted (15).

  • Insufficient school sanitation facilities.
  • Safety concerns within school premises.

Findings

  • 94% of families (719) earn below the ₱13,897 monthly poverty threshold.
  • 1,773 individuals have no source of income.
  • Limited reach: Only 65 TUPAD and 2 AKAP beneficiaries out of 764 families.

  • Limited income-generating opportunities for women & farmers.
  • Lack of sustainable fishing tools.
  • Inadequate seaweed production & mangrove protection support.
  • Low productivity in fishing & seaweed farming.

About the local convenor(s)

Co-convened by Xavier Agricultural Extension Service Foundation, Inc. (XAESFI) and the LGU of Mabuhay, the Zamboanga Sibugay ZeP2030 Convergence brings together local partners and communities in geographically challenged areas. Through participatory planning and grassroots empowerment, it advances initiatives in livelihood, education, health, environment, and resilience-building toward ZeP2030’s shared goal.

Milestones & Activities
  • Community Consultation and Local Alignment (September 2025): Conducted community consultations and site visits in Barangays Taguisian and Tandu-Comot to identify priority needs and establish baseline conditions.
  • Baseline Profiling (November 2025–April 2026): Completed household profiling of 773 families across Barangays Taguisian, Tandu-Comot, Punawan, and Abunda, generating baseline data to inform local planning and interventions.
  • Capacity Building and Livelihood Support (December 2025): Conducted gender sensitivity training for 100 participants and distributed livelihood inputs to 100 households.
  • Data Validation and Participatory Planning (March–June 2026): Validated household data and conducted Family Capability and Vulnerability (FCV) assessments across Barangays Taguisian, Tandu-Comot, Punawan, and Abunda, identifying priority sectoral needs to support evidence-based planning.
  • Local Development Planning and Institutionalization (March–June 2026): Integrated household profiling and sectoral data from Barangays Taguisian, Tandu-Comot, Punawan, and Abunda into the Municipality of Mabuhay’s development planning and investment programming, while finalizing project proposals with local partners to support resource mobilization and the implementation of priority interventions.
